David Napoleon Ghartey is the Head of Finance at GIRSAL, where he provides strategic leadership for the organization’s finance function. His responsibilities include financial planning and analysis, budgeting and forecasting, statutory and management reporting, treasury and liquidity management, taxation and regulatory compliance, internal controls, risk management, and overall financial governance. He also exercises oversight over procurement operations to ensure compliance with applicable regulatory frameworks and adherence to value-for-money principles.
He is a seasoned finance professional with over a decade of experience across the financial services sector, public sector institutions, development finance, energy and mining, manufacturing, and real estate. David is recognized for his strong technical expertise and strategic insight, supporting organizational objectives through sound financial management, effective control environments, and robust governance frameworks.
David has extensive experience in designing, implementing, and overseeing financial systems, policies, and control frameworks that enhance operational efficiency, strengthen accountability, and support informed strategic decision-making.
Prior to joining GIRSAL, David worked with PricewaterhouseCoopers Ghana Limited (PwC), where he was part of high-performing audit and assurance teams. He served as both audit team lead and team member on complex engagements for prominent institutions, including Ecobank Ghana Plc and its subsidiaries, Stanbic Bank Plc, MultiChoice Ghana Limited, Vivo Energy Ghana Limited (Shell), Chase Petroleum (GH) Limited, Sierra Rutile Limited (Sierra Leone), Vodafone Ghana Foundation, and Ace Medical Insurance, among others. He also gained significant public sector audit experience with the Ghana Audit Service (GAS), participating in audits of institutions such as the Economic and Organized Crime Office (EOCO), Ghana Football Association (GFA), Ghana Shippers’ Authority, Petroleum Commission, Data Protection Commission, and DANIDA-funded Judicial Service projects. This breadth of exposure has provided him with strong cross-sectoral insight and a solid foundation in governance, risk management, and compliance.
David is a Chartered Accountant and a member of the Institute of Chartered Accountants, Ghana (ICAG). He holds a Master of Science degree in Finance and Accounting and a Bachelor of Science degree in Business Administration (Accounting), both from the University of Ghana Business School.
